12. section 24 Annexation Pre-Zoning - Environmental Assessment Case No. EA22-0019,\nAnnexation Case No. ANN22-0001, General Plan Zoning Map Amendment Case No.\nGPZMA22-0003, and Specific Plan Case No. SP23-0001- Applicant: City of Rancho\nMirage - The project site occupies approximately 257 acres of mostly vacant undeveloped\nland within the reservation of the Agua Caliente Band of Cahuilla Indians (Tribe) and\nwithin the City’s Sphere of Influence. The site is currently in the annexation process with\nthe Local Agency Formation Commission (LAFCO) to be annexed into Rancho Mirage,\nbut the application is pending the outcome of the subject request. Pre-zoning must be\nestablished as part of LAFCO’s application process. The project site is currently subject\nto the Tribe approved Section 24 Specific Plan, as the land is currently within the Tribal\nReservation. Pursuant to the Section 24 Specific Plan, the project site has already been\napproved by the Tribe for the potential development of up to 3,138,600 square feet of\ncommercial, retail, office, restaurant, hotel and entertainment uses, and up to 1,206\nmultifamily residential units. The Tribe prepared and approved the Section 24 Specific\nPlan to guide the development of 576 acres of Tribal Reservation Land bounded by\nRamon Road on the north, Bob Hope Drive on the east, Dinah Shore Drive on the south,\nand Los Alamos Road on the west in 2015. A General Plan/Zoning Map Amendment is proposed to amend the existing General Plan Zoning Map designations of the project site\nto be consistent with the currently applicable and effective Tribe approved Section 24\nSpecific Plan. Pursuant to the City’s General Plan Zoning Map, the project site consists\nof Medium Density Residential (R-M), High Density Residential (R-H), and Community\nCommercial (C-C). Upon adoption of the General Plan Zoning Map Amendment, the\nentire project area is proposed to have an underlying designation of Mixed Use (M-U) and\nthe Section 24 Specific Plan is proposed to be adopted to establish seven (7) Planning\nareas within the subject site. The property the City is proposing to annex and amend the\npre-zoning designation for is only the Tribal Planning Areas (1-7) identified in the Section\n24 Specific Plan. The remainder of the Section 24 Specific Plan area had been adopted\nand annexed with the Pulte/Del Webb project. There are no development projects\ncurrently proposed with the Specific Plan. Location southwest corner of Ramon Road and\nBob Hope Drive (APNs: 685-410-005, -006, -007, -012, & -013) on approximately 257\nacres:\nA. Consider Adopting Resolution No. 2023-(Next-in-Order), Approving the use of the\nTribal Environmental Impact Statement, Adopting the Mitigation Monitoring and\nReporting Program, Adopting a Statement of Overriding Considerations, and\nFinding the Proposed Project Exempt from CEQA pursuant to CEQA Guidelines\nSection 15061(b) (3) and 15162.\nB. Consider Adopting Resolution No. 2023-(Next-in-Order), Approving a General\nPlan Zoning Map Amendment (GPZMA22-0003) Designating the 257 Acres Mixed\nUse (M-U).\nG. Consider Approving and Introducing Ordinance No. (Next-in-Order), 18‘ Reading,\nApproving the Section 24 Specific Plan (SP23-0001) for the 257-Acre Project Site.\nACTION CALENDAR
