5.D. UNIT SWAP PROGRAM IN RENT STABILIZED UNITS [S.\nSHYNE, J. ERICKSON, Y. QUARKER, A. LOVANO]:\nThe City Council will consider directing staff to evaluate possible\nlocal incentives to encourage a unit swap program in West\nHollywood, whereby a resident with limited mobility who lives in an\nupper floor of a rent stabilized building could move to a lower floor\nunit in the same building and maintain the same rent.\nRECOMMENDATIONS: 1) Direct staff to evaluate possible local\nincentives to encourage landlords to allow unit swaps, whereby a\nresident with limited mobility who lives in an upper floor of a rent\nstabilized building could move to a lower floor unit in the same\nbuilding and maintain the same rent; and 2) Direct staff to continue\nto lobby for legislation to require unit swaps or provide state\nincentives to encourage landlord participation in a unit swap\nprogram.\nSTAFF REPORT
