9. DISCUSSION ON FIRE PITS, OBSERVATION CAMERA, AND LIGHT POLE\nAT ALISO BEACH AND FIRST READING OF ORDINANCE AMENDING\nPORTIONS OF TITLE 18 AND 15 OF THE LAGUNA BEACH MUNICIPAL\nCODE RELATED TO USE OF FIRE AND FINDING SAID ORDINANCE\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nRecommendations:\n(1) Introduce the Ordinance titled, "AN ORDINANCE OF THE CITY OF\nLAGUNA BEACH, CALIFORNIA, AMENDING SECTION 18.04.065 OF\nCHAPTER 18.04 OF TITLE 18 AND SECTION 15.01.030 OF CHAPTER 15.01\nOF TITLE 15 OF THE LAGUNA BEACH MUNICIPAL CODE, RELATING TO\nUSE OF FIRES; AND DETERMINE THE PROJECT TO BE CATEGORICALLY\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nPURSUANT TO STATE CEQA GUIDELINES SECTIONS 15301, 15302, 15303,\nAND 15304,” amending portions of Title 18 and Title 15 of the Laguna Beach\nMunicipal Code related to the use of fires by a) asking the City Clerk to read the\ntitle of the Ordinance; and b) approving a motion to waive further reading of the\nOrdinance and to pass it to a second reading;\n(2) Direct staff to proceed with the appropriate Coastal Development Permit\n(“CDP”) process for purposes of installing wood-burning fire pits;\n(3) Direct staff to replace the light pole and install an observation camera at Aliso\nBeach and appropriate $35,000 from the South Laguna Fund for the purchase;\n(4) Determine that the project is exempt from the California Environmental\nQuality Act (CEQA) pursuant to State CEQA Guidelines Sections 15301 (Class 1),\n152302 (Class 2), 15303 (Class 3), and 15304 (Class 4); and\n(5) Direct staff to file and post a Notice of Exemption consistent with the above-\nstated CEQA finding within five days of this approval.\nStaff Report
