a) REPORT CONSIDERATION OF GENERAL PLAN AMENDMENT\n23-0621 (GPA 23-01), INTRODUCTION OF ORDINANCES TO AMEND\nTHE ZONING MAP (ZONE CHANGE (ZC) 23-01), AND AMEND\nTITLE 17 OF THE HERMOSA BEACH MUNICIPAL CODE\n(ZONING TEXT AMENDMENT (TA23-02)) TO EFFECTUATE\nPROGRAMS IN THE 2021-2029 HOUSING ELEMENT AND A\nDETERMINATION THAT THE ACTIONS ARE CONSISTENT WITH\nTHE PLAN HERMOSA FINAL ENVIRONMENTAL IMPACT\nREPORT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT (CEQA)\n(Community Development\nDirector Carrie Tai)\nRecommendation: Staff recommends City Council:\n1. Adopt a resolution approving General Plan Amendment (GPA 23-01) for a land use\ndesignation map change (Attachment 2);\n2. Introduce by title only and waive first reading of an ordinance of the City of Hermosa\nBeach, California, approving a Zone Change (ZC 23-01) amending the zoning map for\ncertain sites to allow realization of housing capacity, align zoning on certain sites with\nthe General Plan, and designating Housing Element sites (Attachment 3);\n3. Introduce by title only and waive first reading of an ordinance of the City of Hermosa\nBeach, California, approving Zoning Text Amendment (TA 23-02), to update the zoning\nordinance to implement Housing Element policies (Attachment 4); and\n4. Direct the City Clerk to publish a summary ordinance.
