Introduction and First Reading of an Interim Zoning Ordinance Amending the Text of the Zoning\nOrdinance to: (1) Replace the Term “Medical Marijuana Dispensary” with “Medicinal Cannabis\nRetailer”; (2) Remove Certain Requirements for Medicinal Cannabis Retailers for Consistency with\nState Law; and (3) Permit Medicinal Cannabis Retailers To Deliver, Cultivate, and Sell Adult-Use\nCannabis or Adult-Use Cannabis Products to Persons 21 Years of Age and Over\nContinued from the October 10, 2023 meeting.\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of Categorical Exemption pursuant to Section 15061(b)(3) (Common\nSense Exemption) of the California Environmental Quality Act (CEQA) Guidelines.\n2.
