Kensho Residential Development (P22-0282) (CC)\nRECOMMENDED ACTION: 1. Open, conduct, and close a public hearing to\nreceive testimony regarding Planning Case No.\nP22-0282, the Kensho housing project.\n2. Adopt City Council Resolution No. 2023- ,\napproving a Mitigated Negative Declaration and\nMitigation Monitoring and Reporting Program for\n183 multi-family residential units on 4.59 acres\nlocated south of Guajome Street, east of Lado de\nLoma Drive, and west of the North County Transit\nDistrict ( NCTD) rail line, known as the Kensho\nhousing project.\n3. Introduce and adopt City Council Ordinance No.\n2023- , entitled “An Ordinance of the City Council\nof the Chartered City of Vista, California, approving\na Zone Change from Pheasant Hill Specific Plan\nImplementation Zone, R-M(15) and R-1-B to\nDowntown Specific Plan ( DSP) to allow for 183\nmulti-family residential units on 4.59 acres located\nsouth of Guajome Street, east of Lado de Loma\nDrive, and west of the North County Transit District\nNCTD) rail line, known as the Kensho housing\nproject.”\n4.
