5. Award of Bid No. 018-24 – Oakdale Alameda Street Beautification Project\nRECOMMENDATION:\nThat the City Council:\n1. Determines that the project is categorically exempt in accordance with section 15301 and\n15304 of the California Environmental Quality Act (CEQA) Guidelines; and\n2. Adopts the next Resolutions, in order, to:\na. Approve the Plans and Specifications for Oakdale Alameda Street Beautification\nProject, Bid No. 018-24; and\nb. Waive the minor irregularity in the low bidder’s bid response and award the bid to\nthe lowest responsive, responsible bidder, Blue Pacific Engineering Construction,\nInc. (BPECI) in the amount of $6,438,650.00.
