c. CONTRACT SERVICES AGREEMENT WITH LONG BEACH ANIMAL\nCONTROL SERVICES BUREAU\nSummary:\nOn June 28, 2022, the City Council authorized the City Manager to execute a\ncontract services agreement with the City of Long Beach Animal Control\nServices Bureau (LBACS) for a two-year term from July 1, 2022, through June\n30, 2024, with an option to extend the contract for two year terms, up to two\nterms maximum. The annual contract cost was for an amount not to exceed\n$122,422. In July 2023, LBACS informed the City that the costs for the second\nyear of the contract would be increased by $25,261, due to its implementation of\na new service delivery model, Compassion Saves, which has led to the\nreduction of animal euthanasia. The proposed new agreement also includes\nincreased engagement efforts to the community, such as quarterly pet adoption\npresentations; and education and low-cost resources promoting responsible pet\nownership. Staff is requesting City Council authorization to execute the new\ncontract services agreement from July 1, 2022, to June 30, 2024, in the amount\nnot-to-exceed $147,683. If the City extends future terms of the contract, up to\ntwo terms maximum, the contract costs could increase by a not-to-exceed\nConsumer Price Index (CPI) maximum adjustment of 8% per year.\nStrategic Plan Goal(s):\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\n1. Authorize the City Manager to execute the Contract Services Agreement\nwith the City of Long Beach for animal care services, from July 1, 2022,\nthrough June 30, 2024, in an amount not to exceed $147,683 (year 2\ncost), in a form approved by the City Attorney; and\n2. Authorize the City Manager to execute future amendments extending the\nterm by two additional years, up to two terms maximum, with an annual\ncost increase not-to-exceed a CPI adjustment of 8%; and\n3. Adopt a resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL\nHILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND\nAUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR\n2023-24
