4. RESOLUTION NO. - Award of three (3)-year Contract to Ocean Blue Environmental Services, Inc.: Covering hazardous waste management and clean-up and disposal services at Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $4,500,000\nPURPOSE: The request is for a three (3)-year contract with Ocean Blue Environmental Services, Inc. to perform hazardous waste clean-up and disposal services at Los Angeles International Airport and Van Nuys Airport, to maintain the health and safety of airport visitors and employees and comply with local, state, and federal regulatory requirements. Without a hazardous waste removal contract, Los Angeles World Airports would be unable to properly clean or dispose of hazardous waste, resulting in hazardous waste stockpiling on site, potential health hazards for employees and airport guests, and possible regulatory agencies fines ranging from $42,000 to $70,000 per day.\nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; approve Award of Contract to Ocean Blue Environmental Services, Inc.; and authorize the Interim Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney.
