Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Determine the action of terminating a reciprocal easement does not constitute a\n"project" within the meaning of the California Environmental Quality Act (CEQA) and\ndoes not require further environmental review pursuant to Public Resources Code\nSection 21065 and CEQA Guidelines Section 15378; and\n2) Adopt a RESOLUTION terminating a reciprocal easement by and between\nT.I. Commerce Center, LLC, and the City of Torrance for Real Property located at the\nnortheast corner of 195th Street and Gramercy Place.
