Expenditure: None.\nRecommendation of the Public Works Director that City Council:\n1) Adopt an ORDINANCE amending Article 15 entitled "Refuse and Rubbish Collection," of\nChapter 3, Division 3, and amending Article 1 entitled "Scavenging Prohibited," of Chapter\n3, Division 4, and amending Article 6 entitled "Commercial Solid Waste Reporting," of\nChapter 3, Division 4, and amending Article 7 entitled "Waste Diversion, Recycling and\nGraffiti" of Chapter 3, Division 4 of the Torrance Municipal Code (TMC); and\n2) Adopt a finding that the project is categorically exempt under the California\nEnvironmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15308\n- Actions by Regulatory Agencies for Protection of the Environment (Class 8) and\nSection 15061(b)(3)- Review for Exemption; and\n3) Approve an Ordinance Summary for publication.\n10.
