5.C. UPDATE ON PUBLIC SAFETY EQUIPMENT,\nTECHNOLOGY, AND SECURITY\nENHANCEMENTS TO SUPPORT\nCOMMUNITY SAFETY [D. WILSON, D.\nRIVAS]:\nThe City Council will receive an update and\nprovide direction on various public safety\nequipment, technology, and security\nenhancements to support community safety\nefforts in West Hollywood.\nRECOMMENDATIONS: 1) Receive an update\non public safety equipment, technology, and\nsecurity enhancements to support community\nsafety efforts; 2) Approve implementing the\nfollowing safety enhancements: Proactive\nSecurity Monitoring, Polaris Utility Task\nVehicle, and Ballistic Protection at City\nFacilities; 3) Direct staff and the City Attorney\nto draft policies to address community and\noperational concerns for the following safety\nenhancements and return to the City Council\nat a later date: Drone as First Responder,\nFixed Real-Time Cameras, Real-Time Watch\nCenter, Weapon Detection at City Facilities,\nand Visitor Management System at City\nFacilities; and 4) Authorize the Director of\nFinance and Technology Service to allocate\n$815,000 ($75,000 - Proactive Security\nMonitoring, $40,000 Polaris Utility Task\nVehicle, and $700,000 - Ballistic Protection)\nfrom unallocated General Fund Reserves for\nimplementation of safety enhancements as\ndescribed above.
