3. Public Hearing to Consider General Plan Amendment GPS 21-01A02,\nUpdating the Adopted 2021-2029 Housing Element in Response to\nComments Received from the California Department of Housing and\nCommunity Development (HCD) on May 22, 2023\nRecommendation\nStaff recommends that the City Council, open the public hearing, take public\ntestimony, close the public hearing, and then:\n1. Find that adoption of General Plan Amendment GPA 21-01A02 is exempt\nfrom the California Environmental Quality Act (“CEQA”) pursuant to State\nCEQA Guidelines Section 15061(b)(3), which provides that a project is\nexempt from CEQA where it can be seen with certainty that there is no\npossibility that the activity in question may have a significant effect on the\nenvironment.\n2. Adopt Resolution No. 2023-1454 approving General Plan Amendment GPA\n21-01A02 (2021-2029 Updated Housing Element) and determining the\naction to be exempt from the California Environmental Quality Act under\nState CEQA Guidelines Section 15061(b)(3).
