8. Extending the City’s Deadline to Establish and Online Permitting System for\nPost-Entitlement Phase Permits in Accordance with State Law\nRecommendation\nStaff recommends that the City Council take the following actions:\n1. Find that adoption of the resolution is not subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2) (the\nactivity will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment) and 15060(c)(3) (the activity is not a project as\ndefined in Section 15378) of the CEQA Guidelines, California Code of\nRegulations, Title 14, Chapter 3, because it has no potential for resulting in\nphysical change to the environment, directly or indirectly.\n2. Adopt Resolution No. 2023-1456 extending the City’s deadline to establish\nan online permitting system for post-entitlement phase permits to January\n1, 2026.
