1. Fourth Public Hearing to Consider Composition of Districts for By-District\nElections\nRecommendation\nStaff recommends that the City Council:\n1. Conduct the fourth public hearing, receive and consider input from the\npublic, and provide further direction to City staff;\n2. Identify and select the preferred district map for formal adoption with\nOrdinance No. 2023-226;\n3. Assign numerical designations to each of the five newly established\ngeographical districts;\n4. Determine the sequencing for elections under the by-district election\nsystem;\n5. Waive full reading, make any amendments to, and Introduce Ordinance No.\n2023-226 by title:\nORDINANCE NO. 2023-226\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA\nNIGUEL, CALIFORNIA, ADDING DIVISION 9 OF TITLE 2 OF THE\nLAGUNA NIGUEL MUNICIPAL CODE ESTABLISHING BY-DISTRICT\nELECTIONS, DEFINING DISTRICT BOUNDARIES, AND SCHEDULING\nELECTIONS WITHIN THE DISTRICTS\n6. Direct that the proposed Ordinance, with any non-substantive changes\ndeemed reasonably necessary by the City Clerk, be placed on the agenda\nfor the January 16, 2024, City Council meeting and adopt the Ordinance at\nthat meeting.
