35. Comprehensive Human Immunodeficiency Viruses and Sexually\nTransmitted Diseases (STD) Testing and STD Treatment Services Sole\nSource Contracts\nRecommendation: Approve and authorize the Director of Public Health to\nexecute four sole source renewal contracts with AIDS Healthcare Foundation,\nAPLA Health & Wellness, St. Mary Medical Center and The LGBTQ Center\nLong Beach, for the continued provision of Comprehensive Human\nImmunodeficiency Viruses (HIV) and Sexually Transmitted Diseases (STD)\nTesting and STD Treatment Services in the City of Long Beach (4), effective\nupon execution, for the period of January 1, 2024 through December 31, 2024,\nat a combined annual maximum obligation of $1,200,000, 100% funded by the\nCenters for Disease Control and Prevention Integrated HIV Surveillance and\nPrevention Program funds and existing Departmental resources; and authorize\nthe Director to take the following actions: (Department of Public Health)\nAPPROVE\nExecute future amendments that allow a no-cost adjustment through June\n30, 2025, allow the rollover of unspent contract funds as applicable by\nthe grant, provide an internal reallocation of funds between budgets up to\n10% of each term’s annual base maximum obligation, and/or provide an\nincrease or decrease in funding up to 10% above or below each period’s\nannual base maximum obligation, effective upon amendment execution or\nat the beginning of the applicable contract period, and make\ncorresponding service adjustments to the statement of work and/or scope\nof work, as necessary;\nExecute change notices to the contracts that authorize budget\nmodifications, and corresponding service adjustments to the statement of\nwork and/or scope of work, as necessary, changes to hours of operation\nand/or service locations, and/or corrections of errors in the contract’s\nterms and conditions; and\nImmediately suspend any contract upon issuing a written notice to\ncontractors who fail to perform and/or fully comply with program\nrequirements, terminate contracts for convenience by providing a\n30-calendar day advance written notice to contractors, and accept\nvoluntary contract termination notices from contractors.
