30. Caregiver and Youth Support Services Sole Source Contract\nRecommendation: Authorize the Director of Children and Family Services to\nexecute a sole source contract with Fostering UNITY which will provide\ncaregivers and foster youth with direct supports and services to establish\nconnection, strengthen relationships and promote permanency, effective\nJanuary 1, 2024 or date of execution, whichever is later, through May 31, 2025,\nfor a total maximum contract amount of $550,000, financed using 100% Flexible\nFamily Supports funds provided by Assembly Bill 179, with sufficient funding\nincluded in the Department of Children and Family Services Fiscal Year\n2023-24 Final Adopted Budget; and authorize the Director to take the following\nactions: (Department of Children and Family Services) APPROVE\nExecute amendments to the contract to meet program needs, provided\nthat applicable Federal, State and County contracting regulations are\nobserved, and sufficient funding is available;\nExecute amendments to increase or decrease the maximum annual\ncontract amount up to a total of 10% per year during the term of the\ncontract to accommodate any increase or decrease in service, provided\nthat sufficient funding is available;\nExecute amendments in instances of acquisitions, mergers, or other\nchanges in ownership; and\nTerminate the contract for contractor’s default, County's convenience, or\ncontractor initiates termination for convenience.
