8. Implementation of the Los Angeles County Water Plan: A Shared,\nRegional Path Towards Water Resilience\nRecommendation as submitted by Supervisor Horvath: Instruct relevant\nDepartments to incorporate the goals and directives of the Los Angeles\nCounty’s Water Plan into their work plans; and instruct the Director of Public\nWorks, in coordination with the Chief Sustainability Officer, the Director of\nPublic Health, and relevant County Departments , to take the following actions:\nAdopt a goal of achieving, in coordination with water agencies throughout\nthe County, an additional 600,000-acre feet of local water supply\nincluding, 300,000-acre feet of annual stormwater capture and storage\nby 2045, and report back to the Board in writing in six months , on a plan\nto achieve this stormwater capture and storage;\nIn coordination with the Board, convene a Water Resiliency Summit with\nwater agencies and stakeholders , including consulting engineers,\nacademics, agency technical staff, tribal organizations,\ncommunity-based organizations, and labor unions from throughout the\nCounty, to discuss implementation of the County’s Water Plan, and\nlaunch its implementation, including the creation of thematic working\ngroups;\nCreate and lead a Task Force to coordinate water conservation and\ndrought preparedness communications and education Countywide,\nleveraging Water for LA as a Countywide communication hub;\nEstablish a Blue-Ribbon panel to develop standards for nature-based\nwater management solutions, involving tribal, non-profit, academic,\ncommunity, labor, technical experts, and water agencies, and report\nback to the Board in writing within 12 months on the findings;\nEstablish and convene, on a bi-weekly basis (twice per month), a\nmeeting of environmental and sustainability policy deputies from each\nBoard Office, including appropriate staff from the Chief Sustainability\nOffice, the Department of Public Works, and other relevant Departments,\nto discuss and coordinate environmental sustainability efforts at the\nCounty, similar to other reoccurring policy deputy meetings;\nReport back to the Board in writing in six months with funding needs and\nopportunities to achieve the goals of the Water Plan including grants,\npartnerships with other water agencies, and increasing revenue\nopportunities; and\nTrack and report back to the Board annually, in writing, on the progress\ntoward achieving the Water Plan goals and targets; and\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, to pursue and sponsor State legislation to\namend the Los Angeles County Flood Control District’s borrowing capacity and\nauthorize the County’s Legislative Advocates in Sacramento, to take all\nappropriate legislative advocacy actions to advance this effort.
