24. Declaration of Surplus Property in Unincorporated Topanga Canyon\nRecommendation: Find that the approximately 31 acres of 16 County-owned\nparcels and three County-owned minor lots (Proposed Parcels) in the\nunincorporated area of Topanga Canyon (3) that consist of numerous separate\nAssessor Parcel Numbers, are no longer necessary for the County or other\npublic purposes and that the Proposed Parcels can be declared surplus;\nauthorize the Chief Executive Officer to offer the Proposed Parcels as surplus\nto the appropriate public government agencies, California Housing Financing\nAgency-certified Housing Sponsors, State of California Department of Housing\nand Community Development (HCD), and to HCD-approved affordable housing\ndevelopers (collectively, Public Agencies and Developers), in accordance with\nthe Surplus Land Act, and negotiate the sale of any Proposed Parcel with any\npublic agencies that are interested in acquiring a Proposed Parcel, and execute\nand issue a Notice of Availability to the Public Agencies and Developers once\nthe Proposed Parcels have been declared surplus; and find that the Board’s\ndeclaration of the Proposed Parcels as surplus is not a project under the\nCalifornia Environmental Quality Act.
