C. ADOPTION OF RESOLUTION TO ALLOW CITY COUNCIL MEETINGS TO BE\nHELD REMOTELY PURSUANT TO AB 361\nCity Council is requested to consider the safety and procedural issues involved in\nholding remote meetings pursuant to AB 361 and to adopt Resolution No. 23-\n5654 to authorize the Council and Commissions to meet virtually or via a hybrid of\nin-person and virtual attendance through February 28, 2023.\nRecommendation:\n1. Review use of teleconferencing or videoconferencing for Brown Act-covered\npublic meetings of the City Council and City commissions;\n2. Adopt Resolution No. 23-5654 to authorize the use of such technology for\nmeetings until February 28, 2023; and\n3. Find that adoption of Resolution 23-5654 authorizing the use of such\ntechnology for meetings until February 28, 2023 is not a “Project” as defined\nunder Section 15378 of the California Environmental Quality Act State\nGuidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no\nenvironmental review is required.
