28. Individualized Transition Skills Program Contracts\nRecommendation: Authorize the Director of Children and Family Services and\nthe Chief Probation Officer, to execute two new contracts with The Community\nCollege Foundation, one in South County and one in North County, for the\nprovision of Individualized Transition Skills Program services, effective January\n1, 2024 through December 31, 2024, with two one-year extension options from\nJanuary 1, 2025 through December 31, 2026, and an estimated contract\namount of $3,131,719 annually, financed using 57% Chafee Federal funds and\n43% State funds; and authorize the Director of Children and Family Services\nand the Probation Department to take the following actions: (Department of\nChildren and Family Services and Chief Probation Officer) APPROVE\nExercise the extension options by written notice or amendment, provided\nthat sufficient funding is available;\nExecute amendments to the contracts to make changes to the scope of\nwork or terms and conditions, if such changes are necessary to meet\nany Federal, State, or County requirements or to meet program needs;\nExecute amendments to increase or decrease the maximum annual\ncontract amount by no more than 10% per year during the term of the\ncontract to accommodate increases or decreases in units of service,\nprovided that the Cost of Living Adjustment is not included, and sufficient\nfunding is available for increases;\nExtend the new contract by amendment for a period not to exceed six\nmonths beyond December 31, 2026, if such additional time is necessary\nto complete the negotiation or solicitation of a new contract, provided that\nthe Cost of Living Adjustment is not included, and sufficient funding is\navailable for the extension; and\nTerminate the contracts for contractor default, if necessary.
