B. PLANNING COMMISSION ACTIONS\nThe City Council is requested to receive and file the actions of the Planning\nCommission Regular Meeting of December 13, 2022.\nRecommendation:\n1. Receive and file the Parks and Recreation Commission Actions; and\n2. Find that approval of the Commission Actions is not a “Project” as defined\nunder Section 15378 of the California Environmental Quality Act State\nGuidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no\nenvironmental review is required.
