18. A request for consideration and recommendation of approval of a Zoning\nCode Amendment to reduce the minimum number of hotel rooms, a\nConditional Use Permit for the operation of a Hotel (Extended Stay\nAmerica), Variance to reduce the number of required parking spaces, and\na Design Review for architectural, parking lot, and landscaping\nimprovements. (Location: 14624 Dalewood Street; Applicant: Lisette\nSanchez-Mendoza - MIG for Sonjay Patel and Jayesh Patel of SNS\nHotels and Zyra Hospitality, LLC; Case Numbers: AZC 22- 03, CP 22-11,\nZV-22-07, PR 22-46).\nIt is recommended that the City Council\n1. Open and conduct a Public Hearing; and\n2. Adopt City Council Resolution 2023-041 entitled, “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK\nCERTIFYING THE MITIGATED NEGATIVE DECLARATION OF\nENVIRONMENTAL IMPACT PURSUANT TO THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT OF 1970”; AND\n3. Waive further reading, read by title only and introduce Ordinance\n1508 entitled: “AN ORDINANCE OF THE CITY COUNCIL OF THE\nCITY OF BALDWIN PARK, CALIFORNIA, AMENDING SECTION\n153.120.310 (B) OF CHAPTER 153 TITLE XV OF THE BALDWIN\nPARK MUNICIPAL CODE, RELATING TO THE MINIMUM NUMBER\nOF HOTEL AND MOTEL GUEST ROOMS”; AND\n4.\nAdopt City Council Resolution 2023-042 entitled, "RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK\nADOPTING THE FINDINGS OF FACT AND APPROVING A\nCONDITIONAL USE PERMIT (CP 22-11) FOR THE OPERATION\nOF A HOTEL, A VARIANCE (ZV 22-07) TO DEVIATE FROM THE\nMINIMUM NUMBER OF REQUIRED PARKING SPACES, AND\nDESIGN REVIEW (PR 22-46) TO FACILITATE THE RENOVATION\nAND REOPENING OF AN EXISTING VACANT HOTEL AS AN\nEXTENDED STAY AMERICA".\nCEQA REVIEW: The initial study prepared for the Project disclosed\nthat the Project will have a significant impact on the environment.\nMitigation measures have been incorporated into the project's\ndesign and as conditions of approval to reduce impacts on the\nenvironment to a less than significant level. A Mitigated Negative\nDeclaration of Environmental Impact (MND) has been prepared\npursuant to the requirements of the California Environmental Quality\nAct (CEQA) of 1970, as amended. The Notice of Intent to Adopt a\nMitigated Negative Declaration was sent on October 4, 2023, to the\nCalifornia Office of Planning and Research and the County Clerk,\nCounty of Los Angeles. Also, the MND was circulated for public\nreview and comment for 20 days, starting on October 5, 2023, and\nending on October 24, 2023. The MND is provided herein as\nAttachment #6. On October 5, 2023, legal notice was published in\nthe Baldwin Park Press, posted at City Hall and the City of Baldwin\nPark website. Public Hearing Notices/Notice of Intent were also\nmailed to the property owners and occupants within a 300-foot\nradius of the subject property.\nNo comments were received by the City during the public review\nperiod.\nREPORTS OF OFFICERS
