22. Approval of an Exception to the 180-Day California Employees'\nRetirement System (CalPERS) Wait Period for a Retired Annuitant Under\nGovernment Code Sections 7522.56 and 21224 and Authorization to\nExecute an Employment Agreement with Mark Hsu to fill a Critical Need in\nthe Information Systems Division of the Administration Department\nStaff recommends that the City Council:\n1. Approve and adopt Resolution No. 2023-038 approving an\nexemption to the 180-day CalPERS waiting period for a retired\nannuitant, in accordance with Government Code Sections 7522.56\nand 21224.\n2. Authorize the Chief Executive Officer and Human Resources/Risk\nManager to reinstate Mark Hsu as a retired annuitant prior to the\n180-day wait period and provide authorization to execute an\nEmployment Agreement with Mark Hsu at a rate of $62.4299 per\nhour through December 31, 2024, and may end sooner, to fill a\ncritical need in the Information Systems Division.
