23. 23-51487 Recommendation to continue the local emergency caused by conditions or\nthreatened conditions of homelessness within the City of Long Beach, which if not\ncorrected, constitutes an imminent and proximate threat to the safety of persons\nand property within the City;\nExtend City Council review period for continuing the local emergency caused by\nconditions or threatened conditions of homelessness within the City of Long Beach\nfrom thirty (30) days to sixty (60) days pursuant to Section 2.69.060 of the Long\nBeach Municipal code, with a date certain termination of Februrary 28, 2024;\nReceive and file an update on the emergency proclamation and associated\nactivities and provide any additional direction to City staff regarding the\nemergency;\nAdopt resolution to accept and expend grant funding from the California\nDepartment of Housing and Community Development (HCD), in an amount not to\nexceed $10,000,000;\nAuthorize City Manager, or designee, to execute all necessary documents, and\nany necessary subsequent amendments, including amending the terms or award\namount, with HCD relating to the grant application and award of grant funds, for\nconstruction of modular non-congregate shelter units for interim housing, for\npersons experiencing homelessness;\nAuthorize City Manager, or designee, to execute an agreement, and all necessary\ndocuments, subgrants, and any subsequent amendments, including any\namendments to the award amount or to extend the grant term, with the State of\nCalifornia Business, Consumer Services and Housing Agency’s (BCSH) California\nInteragency Council on Homelessness (Cal ICH) to accept and expend funding in\nan amount not to exceed $5,330,545 for encampment resolution funding to support\nthe wellness and safety of people experiencing homelessness in encampments;\nand\nIncrease appropriations in the Health Fund Group in the Health and Human\nServices Department by $5,330,545 for homeless encampment resolution, offset\nby grant revenues.
