CPC-2016-3777-VZC-HD-BL-DB-MCUP-ZAD-SPR Council District: 13 – Soto-Martinez\nCEQA: ENV-2016-3778-EIR Last Day to Act: 12-14-23\nPlan Area: Hollywood\nRelated Cases: VTT-74613-1A; CPC-2016-5003-GPA-VZC-HD-BL-MCUP-RDP-SPR\nPUBLIC HEARING – Completed October 4, 2023\nPROJECT SITE: 1330 – 1360 North Vine Street;\n6254 – 6274 West De Longpre Avenue; 6241 – 6265 West Afton Place\nPROPOSED PROJECT:\nThe 1360 North Vine Project (Project) proposes a mixed-use development on an 89,559 square-foot (sf)\nsite with two options: Residential and Office. Both Options would demolish 32,844 sf of commercial and\nvacant residential uses while rehabilitating six existing bungalows.\nThe Residential Option would develop a 33-story building with four levels of subterranean parking, 429\nresidential units, including 36 units designated for Very Low Income households, a 55,000 sf grocery store,\n5,000 sf of retail uses, and 8,988 sf of floor area within the existing bungalows as either restaurants or 12\nresidential units, for a total of 484,421 sf of floor area, or a floor area ratio (FAR) of 6:1. The Residential\nOption will export approximately 142,000 cubic yards of material.\nREQUESTED ACTIONS:\n1. Pursuant to California Public Resources Code (PRC) Section 21082.1(c), the decision-maker shall\nconsider the information contained in the Environmental Impact Report (EIR) prepared for the Project,\nwhich includes the Draft EIR, No. ENV-2016-3778-EIR (SCH No. 2017061063), dated June 9, 2022,\nthe Final EIR, dated September 8, 2023, and the Erratum dated September 2023 (1360 N. Vine Street\nProject EIR), as well as the whole of the administrative record;\n2. Pursuant to Sections 12.32 F and Q of the Los Angeles Municipal Code (LAMC), a Vesting Zone and\nHeight District Change from C4-2D-SN to C4-2-SN and from R4-2D to C4-2 for the westerly eight\nparcels;\n3 Pursuant to LAMC Section 12.32 R, a Building Line Removal to remove a 10-foot building line along\nVine Street;\n4. Pursuant to LAMC Section 12.22 A.25, a Density Bonus Compliance Review for a 35 percent density\nbonus for a Housing Development Project setting aside 11 percent (36 units) of the base density for\nVery Low Income Households for a period of 55 years, with the following requested On-Menu\nIncentives and Waiver of Development Standards:\na. An On-Menu Incentive to calculate the maximum density based on lot area prior to street\ndedications;\nb. An On-Menu Incentive to average floor area, density, open space and parking over the project\nsite, and permit vehicular access from a less restrictive zone to a more restrictive zone; and\nc. A Waiver of Development Standards to permit a 50 percent increase in the allowable Floor Area\nwithin the C4-zoned parcels;\n5. Pursuant to LAMC Section 12.24 W.1, Main Conditional Use Permit to allow for the on-site and off-site\nsales and service of a full line of alcoholic beverages for a grocery store and three restaurants;\n6. Pursuant to LAMC Section 12.24 X.12, a Zoning Administrator's Determination to allow commercial\nuses within six relocated historic bungalows designated on the California Register of Historic Places\nwithin the R3-1XL Zone;\n7. Pursuant to LAMC Section 11.5.14, a Redevelopment Plan Project Compliance for development\nactivity involving the issuance of a building permit, and\n8.
