3.A. ZONE TEXT AMENDMENT TO UPDATE\nEXISTING AND ESTABLISH NEW\nCITYWIDE LANDSCAPE AND TREE\nCANOPY STANDARDS [R. ABRAMSON, M.\nBARKER, J. ALKIRE, F. CONTRERAS, C.\nSHEN, S. CAMPBELL, H. COLLINS]:\nThe City Council will consider a Zone Text\nAmendment to revise existing landscape\nstandards and establish new tree canopy\nrequirements for privately-owned property.\nThis effort is intended to not only foster tree\npreservation or replacement, when applicable,\nbut also ensure the introduction of a new\nenvironmentally essential tree canopy that is\nbiodiverse and properly managed through\nupdated and new objective standards. Staff\nwill also continue its efforts to provide the\nresidents, businesses, and development\ncommunity with accompanying built and\nnatural environmental design education and\nawareness campaigns that are tied to the\nimplementation of the City’s Climate Action &\nAdaptation Plan ("CAAP"). The proposed\nOrdinance is Categorically Exempt pursuant\nto the California Environment Quality Act\n(CEQA) Guidelines section 15061(b)(3), the\n"common sense exemption," which provides\nthat CEQA applies only to projects that have\nthe potential for causing a significant effect on\nthe environment.\nRECOMMENDATION: Staff recommends the\nCity Council hold a public hearing, listen to all\npertinent testimony, and introduce on first\nreading Ordinance No. 23-________: "AN\nORDINANCE OF THE CITY OF WEST\nHOLLYWOOD AMENDING THE\nLANDSCAPING STANDARDS OF TITLE 19,\nZONING ORDINANCE OF THE WEST\nHOLLYWOOD MUNICIPAL CODE TO\nUPDATE EXISTING AND ESTABLISH NEW\nCITYWIDE TREE CANOPY AND\nLANDSCAPE STANDARDS IN THE CITY OF\nWEST HOLLYWOOD, CALIFORNIA".\nSTAFF REPORT\nITEM 3.A. - ATTACHMENT A\nITEM 3.A. - ATTACHMENT B\nITEM 3.A. - ATTACHMENT C\nITEM 3.A. - ATTACHMENT D\nITEM 3.A. - ATTACHMENT E
