The 1360 North Vine Street Project EIR has been completed in compliance with the California\nEnvironmental Quality Act (CEQA);\nb. The 1360 North Vine Street Project EIR was presented to the Advisory Agency as a decision-\nmaking body of the lead agency; and\nc. The 1360 North Vine Street Project EIR reflects the independent judgment and analysis of the\nlead agency.\nADOPTED the following:\na. The related and prepared 1360 N. Vine Street Project EIR Environmental Findings;\nb. The Statement of Overriding Considerations; and\nc. The Mitigation Monitoring Program prepared for the 1360 N. Vine Street Project EIR;\n2. Both Options would demolish 32,844 sf of commercial and\nvacant residential uses while rehabilitating six existing bungalows.\nThe Office Option would develop a 17-story high-rise building with eight levels of subterranean parking,\n463,521 sf of office, 11,914 sf of restaurant, and 8,988 sf of floor area within the existing bungalows as\neither restaurants or nine residential units, for a total of 484,423 sf of floor area, or an FAR of 6:1. The\nOffice Option will export approximately 321,060 cubic yards of material.\nREQUESTED ACTIONS:\n1. Pursuant to California Public Resources Code (PRC) Section 21082.1(c), the decision-maker shall\nconsider the information contained in the Environmental Impact Report (EIR) prepared for the Project,\nwhich includes the Draft EIR, No. ENV-2016-3778-EIR (SCH No. 2017061063), dated June 9, 2022,\nthe Final EIR, dated September 8, 2023, and the Erratum dated September 2023 (1360 North Vine\nStreet Project EIR), as well as the whole of the administrative record;\n2. Pursuant to Section 11.5.7 of the Los Angeles Municipal Code (LAMC), a General Plan Amendment\nfor the five easterly parcels from the Medium Residential to Regional Center Commercial land use\ndesignation;\n3. Pursuant to LAMC Section 12.32 F and Q, a Vesting Zone and Height District Change from C4-2D-SN\nto C4-2-SN for the four westerly parcels, and from R4-2D and R3-1XL to C4-2 for the remaining nine\nparcels;\n4. Pursuant to LAMC Section 12.32 R, a Building Line Removal to remove a 10-foot building line along\nVine Street;\n5. Pursuant to LAMC Section 12.24 W.1, Main Conditional Use Permit to allow for the on-site sales and\nservice of a full line of alcoholic beverages for three establishments;\n6. Pursuant to LAMC Section 11.5.14, a Redevelopment Plan Project Compliance for development\nactivity involving the issuance of a building permit; and\n7.
