26. On-Call Environmental Laboratory Services Contracts\nRecommendation: Award two services contracts to American Environmental\nTesting Laboratory, LLC, a Local Small Business Enterprise, and Enthalpy\nAnalytical, LLC, for on-call environmental laboratory services program for\nGeotechnical and Materials Engineering Division, to analyze soil and water\nsamples and other substances at various jobsites and projects in the County, for\na one-year term with four one-year and six month-to-month extension options,\nfor a maximum potential contract term of 66 months and a maximum potential\naggregate amount of $21,175,000; find that the contract work is exempt from\nthe California Environmental Quality Act; and authorize the Director of Public\nWorks to take the following actions: (Department of Public Works) APPROVE\nExecute and exercise the extension options if, in the opinion of the\nDirector, American Environmental Testing Laboratory, LLC and Enthalpy\nAnalytical, LLC, have successfully performed during the previous\ncontract period, and services are still required;\nExecute amendments to incorporate necessary changes within the scope\nof work, and suspend work if, it is in the best interest of the County; and\nAnnually increase the program amount up to an additional 10% of the\nannual program amount, which is included in the maximum potential\nprogram amount for unforeseen additional work within the scope of the\ncontract, if required.
