25. Exchange of Federal Transportation Funds for Non-Federal Funds\nAgreement Amendment\nRecommendation: Instruct the Chair to sign an agreement between the County\nand the State that assigns the County's apportionment of Federal transportation\nfunds in the amount of $950,813 to the State in exchange for an equal amount\nof non-Federal State Highway Account funds and allocates to the County\n$100,000 in State matching funds from the State Highway Account for Fiscal\nYear 2022-23, for a total payment of $1,050,813 to the County to be used for\ntransportation projects; instruct the Chair to sign an amendment to the\nagreement to remove the Federal audit requirement for the non-Federal State\nHighway Account and matching funds received by the County; and find that the\nproposed actions are not a project under the California Environmental Quality\nAct.
