30. Boone Olive Pump Station Upgrade Project Construction Contract\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict, approve the Boone Olive Pump Station Upgrade Project (Project) in the\nCity of Los Angeles (3) and adopt the plans and specifications at an estimated\nconstruction contract amount between $4,500,000 and $6,750,000; advertise\nfor bids to be received before 11:00 a.m. on February 27, 2024; find pursuant\nto State Public Contract Code, Section 3400 (c) (2), that it is necessary to\nspecify designated items by specific brand name in order to match other\nproducts in use on a particular public improvement either completed or in the\ncourse of completion; instruct the Director of Beaches and Harbors to waive\nparking fees in an estimated amount of $30,000 for 24 vehicles at Parking Lots\n7 or 8 in the unincorporated community of Marina del Rey, for the Project, to\nallow for staging of construction equipment for the duration of construction; find\nthat the proposed Project and related actions are exempt from the California\nEnvironmental Quality Act; and authorize the Chief Engineer of the County\nFlood Control District to take the following actions: (Department of Public\nWorks) ADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range or that exceeds the estimated cost range by no\nmore than 15%, if additional funds have been identified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, execute change orders within the\nsame monetary limits delegated to the Director of Public Works, accept\nthe Project upon its final completion, and release retention money\nwithheld.
