9. Advancing High Road Jobs by Harnessing the County’s Procurement\nPower as a Market Participant\nRecommendation as submitted by Supervisor Mitchell: Instruct the Director of\nInternal Services, in collaboration with the Director of Economic Opportunity to,\nwithin 90 days, perform an analysis of the County’s top 10% largest contracts,\nand all contracts competitively procured at over $5,000,000 annually, which\nshall be inclusive of a survey of all Departments to garner accurate information\nif necessary, as part of this analysis, to the extent information is available,\nreport back to the Board in writing on the type of goods and services procured\nby National Institute for Government Procurement code, contract size, length of\ncontract; number and classification of employees that are employed by the\nentity contracting with the County; and take the following actions:\nInstruct the Director of Economic Opportunity, in collaboration with the\nChief Executive Officer, and in coordination with the Directors of Internal\nServices, Arts and Culture, Parks and Recreation, Justice Care and\nOpportunities, Personnel, Health Services and Mental Health, and other\nDepartment Heads as deemed relevant, to report back to the Board in\nwriting in 90 days with progress to date and in 180 days, with a final\nconsolidated accounting of all High-Road Training Partnership (HRTP)\nprograms as well as other relevant pre/apprenticeship and job training\nprograms Countywide, including any programs being administered by\nother Departments including, but not limited to, Internal Services\nDepartment (ISD), the Departments of Arts and Culture, Parks and\nRecreation, Justice Care and Opportunities, Human Resources, Health\nServices, and Mental Health that includes number of individuals trained\nand placed into high road jobs over the past year, both in and outside of\nthe County, and anticipated number of individuals that will be trained over\nthe forthcoming 2024 calendar year;\nInstruct the Directors of Internal Services and Economic Opportunity, in\ncollaboration with County Counsel, the Chief Executive Officer, and the\nAuditor-Controller to report back to the Board in writing in 180 days with\na recommendation for a County solicitation pilot program that requires a\ndefined subset of County contractors to consider hiring qualified\nemployees from the County’s HRTP and other relevant\npre/apprenticeship and job training programs, including County pipeline\nprograms like Preparing Los Angeles for County Employment (PLACE)\nand the Delete the Divide Internship, the report back should include\nsolicitation and contracting strategies, such as the potential for hiring\nset-asides and preferences during the solicitation process for firms that\nagree to hire employees from County-approved workforce training\nprograms, as well as recommendations on types of contracts to focus on\nin a pilot program, recommendations on the operationalization of the\nprogram, including challenges, enforcement, as well as alignment with\nthe currently existing County public workforce system and America’s Job\nCenters of California infrastructure;\nInstruct the Director of Economic Opportunity, to the extent authorized by\nlaw, to develop a consolidated list of all individuals enrolled in or having\ncompleted the named HRTPs or relevant pre/apprenticeship and job\ntraining programs in anticipation of serving as the central pipeline for any\njobs set aside on County contracts for those completing\nCounty-approved customized training, and work with ISD to develop a\nsystem by which to deploy individuals on the list in anticipation of the\nabove referenced Pilot Program; and\nInstruct the Director of Economic Opportunity, in collaboration with the\nChief Executive Officer, and the Director of Personnel, to report back to\nthe Board in 180 days with a plan, timeline, budget, and evaluation of\nongoing funding sources for the PLACE program as a permanent County\npipeline initiative with identified County targeted positions to reach, at\nminimum, 150 annual placements as part of the County’s strategy to\ncreate pathways into County Careers for targeted populations.\n(24-0122)
