7. Stabilizing Los Angeles County's Sexual Assault Response Team\nResponse\nRecommendation as submitted by Supervisors Solis and Barger: Authorize the\nSheriff to increase the reimbursement rate for completed sexual assault\nforensic examinations from $1,112 to $1,890 per exam effective February 1,\n2024, to provide an increase to the rate as determined by a recent cost\nrecovery analysis conducted by the Department of Health Services’ Finance\nstaff, offset by the California Governor’s Office of Emergency Services (Cal\nOES) reimbursement and funding, currently in the Sheriff Department’s budget\nfor reimbursement of Sexual Assault Response Team (SART) exams; increase\nthe reimbursement rate for an incomplete sexual assault forensic examinations\nfrom $328 to $911 per exam effective February 1, 2024, to align with the\ncurrent $911 provided by Cal OES, to offset the full cost of each incomplete\nexam; and take the following actions:\nAuthorize the Sheriff to increase the reimbursement rates at which the\nCounty, via the Sheriff’s Department, reimburses SART providers for\ncompleted and incomplete exams, to ensure that rates are at least equal\nto the rates at which Cal OES reimburses the Sheriff, to offset the\nexamination costs, to ensure that the County can quickly maximize the\navailable funding from Cal OES in the event the State reimbursement\nexceeds the County’s rate in the future; and\nRe-affirm the delegated authority to change the annual reimbursement\nrate adjustment formula by the Consumer Price Index (CPI) related to\nmedical care for the prior year or 3%, whichever is less, unless there is\na CPI decline, in which case the rate would remain unchanged.\n(24-0141)
