3. Memorandum of Understanding to Support the Advancement of The\nCenter for Transportation Technology Excellence\nRecommendation as submitted by Supervisor Barger: Approve and direct the\nChief Executive Officer to execute a Memorandum of Understanding (MOU) by\nand between the County, the Los Angeles County Metropolitan Transportation\nAuthority (Metro), and the City of Palmdale, for cooperation, collaboration, and\nnegotiation of joint responsibilities, to establish the Center for Transportation\nTechnology Excellence (Center), and authorize the Chief Executive Officer to\ntake all further actions necessary and appropriate to implement the terms and\nconditions of the MOU, including executing amendments to the MOU; direct the\nChief Executive Officer, County Counsel, the Directors of Regional Planning\nand Economic Opportunity, the Treasurer and Tax Collector, and other County\nDepartment Heads as deemed appropriate, to designate key staff to meet\nregularly to support predevelopment activities for the Center, in collaboration\nwith Metro and the City of Palmdale, in furtherance of the objectives of the\nMOU; and find that the approval of the MOU does not constitute a project under\nthe California Environmental Quality Act.
