10. Los Angeles County Support for the Clean Energy Partnership Roadmap\nRecommendation as submitted by Supervisor Horvath: Officially support the\nClean Energy Partnership (CEP) Roadmap and commit the County to\nsupporting the 15% greenhouse gas (GHG) reduction goal and the 17 specific\ntargets to be achieved by 2028, inclusive of but not limited to , the three calls to\naction for the region for implementation of the CEP Roadmap, including:\nElectrify and decarbonize buildings: Accelerating the electrification of\nbuildings, thereby achieving an additional 29% reduction in GHG\nemissions from buildings;\nBuilding and Transportation electrification: Meeting new building and\ntransportation electric load by deploying 1298 MW of clean, responsive\ndistributed generation, including a Virtual Power Plant, and\nenergy-transportation nexus innovations; and\nGrid Resiliency: Developing a smart, modernized local distribution grid to\nincrease community resilience and enable clean technology innovations\nwhile improving affordability, creating green jobs, and reducing health\nrisks;\nDirect the Chief Executive Officer to report back to the Board in writing in 60\ndays with a funding source to cover County dues to formally join the CEP and\nto remain invested in the Transportation Energy Partnership; and\nInstruct the Chief Sustainability Officer, with the assistance of the Director of\nInternal Services, to report back to the Board in writing within 120 days on\nplans and opportunities to help meet each of the specific targets in the CEP\nRoadmap at County facilities by 2028, including virtual power plants, distributed\nenergy resources, and other investments that will also help to meet OurCounty\ndecarbonization goals, this report can be included in the report back\n“Establishing an LA County Climate Budget to Achieve Carbon Neutral County\nOperations” as requested under Board Order No. 23 of the December 19, 2023\nBoard Meeting.
