4. Senior Mobilehome Park Moratorium Urgency Ordinance Extension Establishing\na Moratorium on Senior Mobilehome Park Conversions\nRecommendation:\nThat the Town Council:\nFinds that the extension of the Urgency Ordinance is not subject to the\nCalifornia Environmental Quality Act (“CEQA”), pursuant to Sections\n15060(c)(2) (the activity will not result in a direct or reasonably\nforeseeable indirect physical change in the environment), 15060(c)(3)\n(the activity is not a project as defined in Section 15378), and\n15061(b)(3) (the activity will not have a significant effect on the\nenvironment) of the CEQA Guidelines, California Code of Regulations,\nTitle 14, Chapter 3. These findings are premised on the fact that the\nadoption of this ordinance will maintain existing environmental\nconditions arising from the Town’s current land use regulations without\nsignificant change or alteration; and\nAdopt the proposed Urgency Ordinance imposing an extension on the\nmoratorium prohibiting the conversion of any mobilehome park\ncurrently in existence in the Town from Seniors-Only Mobilehome Park\nto a mobilehome park accepting residents of all ages.\nORDINANCE NO. 309\nAN EXTENSION OF URGENCY ORDINANCE NO. 308 OF THE TOWN\nCOUNCIL OF THE TOWN OF YUCCA VALLEY, CALIFORNIA, ESTABLISHING\nA MORATORIUM ON THE CONVERSION/CHANGE OF ANY MOBILEHOME\nPARK CURRENTLY EXISTING IN THE TOWN FROM A PARK OCCUPIED\nPRIMARILY OR EXCLUSIVELY BY RESIDENTS OVER THE AGE OF 55 YEARS\n(SENIOR RESIDENTS) TO A MOBILEHOME PARK ALLOWING RESIDENTS\nOF ALL AGES\nFUTURE AGENDA ITEMS:
