5.1. Reallocation of ARPA Funds and Award of Contract to Pacific Hydrotech\nCorporation for Site Improvements and Construction of Potable Water Treatment\nPlant at Bath Well\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. APPROVE the reallocation of ARPA funding in accordance with Attachment A.\n2. APPROPRIATE $672,944 from the Water Capital Improvement Fund to the\nCapital Improvement Fund, account 199-9999-425-40.01.\n3. APPROPRIATE $367,752 from the Sewer Capital Improvement Fund to the\nCapital Improvement Fund, account 199-9999-425-40.01.\n4. DETERMINE the proposed project is not subject to environmental review under\nthe California Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines (Cal. Code Regs., § 15000 et seq.) Sections 15061(b)(2) in that the\nproposed project is categorically exempt from environmental review pursuant to\nCEQA Guidelines Sections 15301, 15302, 15303, 15304, 15332; and Section\n15061 (b)(3) - Common Sense Exemption in that it can be seen with certainty that\nthere is no possibility that the project may have a significant effect on the\nenvironment.\n5. ACCEPT the proposal by Pacific Hydrotech Corporation for site improvements\nand construction of the potable water treatment plant at the Bath Well site.
