A Consideration and possible action to issue an encroachment permit to\nJacobs Engineering for purposes of soil and groundwater sampling at\nCaruthers Park on behalf of Kinder Morgan and the development of a\nlicensing agreement with Kinder Morgan for the installation and long-term\naccess to monitoring wells at Caruthers Park.\nRecommendation to City Council: 1) Authorize the City Manager, or designee, to issue an\nencroachment permit to Jacobs Engineering for boring on City property (Caruthers Park)\nfor soil and groundwater sampling; and 2) Authorize the City Manager to negotiate a\nlicense agreement with Kinder Morgan, in a form approved by the City Attorney, for the\ninstallation and access for ongoing monitoring of three monitoring wells on City property\nand access through City property to one monitoring well on Caltrans property; or\n3) Alternatively, discuss and take other action related to this item.\n11 CONSIDERATION ITEMS – Continued
