Expenditure: None.\nRecommendation of the Community Development Director that City Council:\n1) Discuss and consider amending the Torrance Municipal Airport (Airport) Ordinance to\nregulate touch (and stop) and go, full stop-taxi back, and low approaches at the Airport;\nand\n2) Adopt an ORDINANCE amending Torrance Municipal Code (TMC) Article 5 "Touch\n(and Stop) and Go, Full Stop-Taxi Back and Low Approaches" of Chapter 1, Division 5;\nand\n3) Adopt a California Environmental Quality Act (CEQA) exemption per guidelines §15378\nand 15061(b)(3); and\n4) Approve an Ordinance Summary for publication.
