11. Implementing a Paid Family Leave Pilot Program as a Step Toward Full\nGender Parity for County Employees\nRecommendation as submitted by Supervisor Mitchell: Direct the Chief\nExecutive Officer to initiate and implement a two-year, ongoing cost-neutral pilot\nprogram to provide eight weeks annually of Paid Family Leave (PFL), as\noutlined in option 2A of the Chief Executive Officer’s October 16, 2023 report\nentitled, “Implementing Paid Family Leave for Employees Receiving Flex or\nMegaflex Benefits,” including:\nAdopt a replacement of 70% of pre-tax employee salary under the PFL\nIncome Replacement Benefit Program;\nImplement a pilot program for County Megaflex Employees to commence\ncoverage on January 1, 2025;\nNegotiate and enter into a contract with a third-party administrator to\nimplement the PFL Program;\nReport back to the Board in writing in 60 days with progress on\nimplementation of the pilot; and\nDirect the Chief Executive Officer to, within 120 days, develop and disseminate\ncommunications to raise awareness of and educate employees on the new PFL\nIncome Benefit Replacement Program.
