53. Victim Services Program Grant Funds\nRecommendation: Authorize the District Attorney to complete the grant\napplication process with the California Governor’s Office of Emergency\nServices (Cal OES), for continued grant funding for the County Victim Services\n(XC) Program (XC Grant) for grant funds in the amount of $2,296,618 for the\ngrant period of January 1, 2024 through December 31, 2024; execute contracts\nwith the 24 community-based organizations (CBOs), chosen by the Victim\nServices Steering Committee and approved for funding by Cal OES, for the\ndistribution of XC Grant funds to enhance victim services in the County, with the\ntotal contract amount not to exceed $2,043,000 and to be fully funded by XC\nGrant funds, with no Net County Cost for these contracts; instruct the Chair to\nsign the Grant Subaward Certification of Assurance of Compliance form\nrequired to complete the Grant application; approve an appropriation adjustment\nin the net decreased amount of 30,000 to align the District Attorney’s Office\nbudget with the pro-rated Fiscal Year 2023-24 Grant award; and authorize the\nDistrict Attorney to take the following actions: (District Attorney) APPROVE\nAmend, execute change notices to the contracts that authorize\nmodifications to or within budget categories within each budget, and\ncorresponding service adjustments, allow for the rollover of unspent funds\nand/or redirection of funds/or corrections of errors in the contracts’\nterms and conditions, and terminate for convenience; and\nUpon award of grant funding by Cal OES, accept and execute the Grant\nAward Agreement and serve as Project Director for the program, which\nincludes authorization to approve subsequent amendments,\nmodifications, and/or extensions to the Cal OES grant agreements that\nhave no Net County Cost impact to the County.
