46. High Desert Facility Replacement Project\nRecommendation: Establish and approve the proposed Medical Examiner - High\nDesert Facility Replacement, Capital Project (CP) No. 87890 (Project) (5), with\na total project budget of $4,200,000; approve an appropriation adjustment to\ntransfer $200,000 from the Coroner-Toxicology Refrigerator Refurbishment, CP\nNo. 87452 to the Project, to fully fund the proposed Project; adopt plans and\nspecifications that are on file for the Project; advertise for bids to be received\nno later than 10:00 a.m. on March 6, 2024; find that the proposed Project is\nexempt from the California Environmental Quality Act; and authorize the\nDirector of Public Works to take the following actions: (Department of Public\nWorks) ADOPT\nExecute a consultant services agreement with the apparent lowest\nresponsive and responsible bidder to prepare a baseline schedule for an\namount not to exceed $2,000, funded by the Project funds; and\nDetermine that a bid is nonresponsive and reject a bid on that basis,\naward to the next lowest responsive and responsible bidder, waive\ninconsequential and nonmaterial deficiencies in bids submitted,\ndetermine in accordance with the applicable contract and bid documents,\nwhether the apparent lowest responsive and responsible bidder has\ntimely prepared a satisfactory baseline construction schedule and\nsatisfied all conditions for contract award, and award and execute the\ncontract to the apparent lowest and responsive and responsible bidder, if\nthe contract can be awarded within the approved Project budget,\nestablish the effective date of the contract upon receipt of acceptable\nperformance and payment bonds and evidence of required contractor\ninsurance, and take all other actions necessary and appropriate to\ndeliver the Project.
