45. On-Call Consultant Services for the Strategic Planning and Sustainability\nOffice Agreements\nRecommendation: Award and authorize the Director of Public Works to execute\nconsultant services agreements with the following firms: three small-sized firms:\nAslan Consulting, LLC., Paradigm Environmental, Inc., and Watearth, Inc.;\nthree medium-sized firms: Anil Verma Associates, Inc., Catalyst Environmental\nSolutions Corporation, and CWE; and two large-sized firms: AECOM Technical\nServices, Inc., and Cumming Management Group, Inc., to provide on-call\nconsultant services for Strategic Planning and Sustainability Office, on behalf of\nthe County, for a three-year term, plus two one-year extension options, if\nexercised, for an aggregate Program amount not to exceed $30,000,000,\nsubject to the additional extension provisions specified below; find that the\nproposed action is not a project under the California Environmental Quality Act;\nand authorize the Director to take the following actions: (Department of Public\nWorks) APPROVE\nAuthorize additional services and extend the contract expiration dates for\neach of the eight agreements, as necessary, to complete those additional\nservices when those additional services are previously unforeseen,\nrelated to a previously assigned scope of work on a given project, and\nare necessary for the completion of that given project;\nSupplement the initial not-to-exceed program amount of $30,000,000 by\nup to 25% of the original program amount based on workload\nrequirements; and\nAdminister the agreements and exercise the two one-year extension\noptions to extend the term of the agreements based upon project\ndemands and the level of satisfaction with the services provided with no\nchange to the initial not-to-exceed amount.
