10. Martin Luther King Jr. Community Hospital: Keeping the Dream Alive\nRecommendation as submitted by Supervisor Mitchell: Approve and authorize\nthe Director of Health Services to allocate $8,000,000 in one-time Measure B\nfunding to be released to Martin Luther King, Jr. Community Hospital (MLKCH)\nsolely for specific, qualified Measure B purposes as approved by the Chief\nExecutive Officer or Auditor-Controller, and in consultation with County\nCounsel, in Fiscal Year (FY) 2023-24; and take the following related actions:\nApprove and authorize the Chief Executive Officer, Auditor-Controller,\nand Director of Health Services to realign up to $8,000,000, in Measure\nB funds in FY 2023-24 to support the foregoing;\nApprove and authorize the Director of Health Services to allocate\n$4,000,000, in one-time Measure B funding to MLKCH solely for\nspecific, qualified Measure B purposes as approved by the Chief\nExecutive Officer or Auditor-Controller, in each of FYs 2024-25,\n2025-26, and 2026-27; and\nApprove and authorize the Director of Health Services to carry forward\nany unspent amounts allocated to MLKCH from any year(s) to one or\nmore subsequent fiscal years through the end of FY 2026-27 after which\nany remaining amounts shall be returned to the fund; and\nIn furtherance of the above directives, authorize the Director of Health Services\nto execute one or more agreements with MLKCH to include such approved\nfunding for FYs 2023-24 through FY 2026-27, provided that, such agreements\ncontain all provisions necessary to comply with proper reporting, monitoring,\nand oversight of the use of funds; request the necessary adjustments to\neffectuate the FY 2023-24 Measure B one-time funding allocation of $8,000,000\nin the Chief Executive Officer’s mid-year budget adjustment; and immediately\ntake any necessary steps to obtain potentially available matching Federal funds\nfor these one-time Measure B fund payments in whole or in part, in a manner\nthat does not unreasonably delay receipt of each annual payment, provided\nthat, such steps do not put at risk other payments;\nDirect the Chief Executive Officer, Treasurer and Tax Collector,\nAuditor-Controller, County Counsel , and any other necessary Departments , to\ntake the actions needed to immediately provide short-term financial relief by\ndelaying payment (interest and principal) on the Line of Credit and Long-Term\nLoan for at least three years and establish a new due date for final repayment\nand to implement these actions; and\nInstruct the Director of Health Services, in coordination with the Chief Executive\nOfficer and County Counsel, to the extent legally permissible, to implement a\nrevised personnel deployment (e.g. an appropriate clinically skilled staff in lieu\nof security guards) to direct non-emergent MLK Medical Center Campus\npatients to the County-operated urgent care when appropriate, with these teams\nto be in place and operational by July 1, 2024.
