12.10 Consideration and Approval of an Amendment to a Professional Services Agreement\nwith Enso Law LLP (Formerly Known as Dr Welch Attorneys at Law) for Civil Litigation\nAgainst Illegal Cannabis Activities.\nRECOMMENDATION OF BUSINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Consider and approve Amendment No. 1 with Enso Law LLP, formerly known as DR\nWelch Attorneys at Law, to represent the City of El Monte in civil litigation against illegal\ncannabis activities to clarify that amounts the City receives as the prevailing party are not\ncapped and Enso Law’s fees are instead are drawn as a contingency fee from the\nawarded sum in litigation. The cap for non-litigation services shall also be lowered from\n$200,00 to $50,000.\n2.
