6C. Professional Services Agreement with De Novo Planning Group for the Focused General Plan Update, Brea Core\nSpecific Plan, Transportation Improvement Impact Fee Nexus Study and Associated Environmental Review.\n— 1. Approve a professional services agreement (Attachment A) between the City of Brea and De Novo\nPlanning Group for the Focused General Plan Update, Brea Core Specific Plan, Traffic Impact Fee Nexus Study,\nand associated environmental review, in an amount of not to exceed $1,289,816.00 plus contingency of\n$119,996.00 (9.3 percent);\n— 2. Authorize and direct the City Manager and the City Clerk to execute the agreement, and authorize the City\nManager and the Community Development Director to take all actions necessary to implement and administer\nthe terms of PSA;\n— 3. Amend the City’s 2023-25 Operating Budget to appropriate an additional $119,996.00 from the City’s\nGeneral Plan Maintenance Fund (Fund 120) to cover the contingency as specified in the professional services\nagreement; and\n— 4. Find the proposed professional services agreement and related actions exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15306 (Class 6, Information Collection).
