26. 24-51937 Recommendation to receive supporting documentation into the record, conclude\nthe public hearing, and consider a third-party appeal from Lozeau Drury LLP, on\nbehalf of Supporters Alliance for Environmental Responsibility (SAFER) (APL23-\n019);\nAdopt resolution approving and certifying an Addendum (EIRA-04-23) to the\nProgram Environmental Impact Report (PEIR) for the City of Long Beach\nDowntown Plan (PEIR-SCH# 2009071006) relating to the development project at\n615 East Ocean Blvd (Project) in the Downtown Plan Planned Development\nDistrict (PD-30) Area and pursuant to the approved Downtown Plan Program EIR\nLand Use Equivalency Program (LUEP), in accordance with the provisions of the\nCalifornia Environmental Quality Act (CEQA) Section 15164 of the CEQA\nguidelines and making certain CEQA Findings and Determinations relative thereto,\nincluding a finding that the adopted Downtown Plan Mitigation Monitoring and\nReporting Program mitigates, to the extent feasible, impacts associated with LUEP\nprojects, in accordance with those measures as set forth in the Downtown Plan\nPEIR; and that no new or different mitigation measures are required; and\nDeny the appeal and uphold the decision of the Planning Commission to approve\nthe Site Plan Review for the Project, consisting of construction of a new 21-story\nresidential building for 203 residential units, including thirteen affordable units, and\nthree concessions as allowed per the city’s Enhanced Density Bonus Ordinance,\nand a height exception as allowed per the Downtown Plan for a building height of\n257.5 feet instead of not more than 240 feet, located at 615 East Ocean Boulevard\nwithin the Downtown Plan (PD-30) Planned Development District.
