Item 332: Authorization to Apply for Local Assistance Specified Grant Program, Administered\nby the California Department of Parks and Recreation.\nThis item will be heard in the morning session which is scheduled to begin at 10:00\na.m.\nTotal Estimated Cost of Proposed Action and Funding Source:\n$6,057,714 of State grant funds will be requested for four Capital Improvement Program\nprojects.\nCouncil District(s) Affected: 1, 2, 4, 6.\nProposed Actions:\n(R-2024-60)\nResolution authorizing the Mayor, or his designee, to make an application to the\nCalifornia Department of Parks and Recreation Office of Grants and Local Services –\nSpecified Grant Program and take all necessary actions to secure funding in an amount\nnot to exceed $6,057,714 in Fund 600001 Grant Fund – State for improvements to the\nfollowing projects: $303,857 for the development of the Carmel Knolls Neighborhood\nPark Comfort Station, $1,753,857 for improvements to the Penasquitos Creek\nNeighborhood Park Comfort Station, $2,000,000 for improvements to the South\nClairemont Community Park Recreation Center, and $2,000,000 for upgrades to the\nMartin Luther King pool (herein collectively Projects).\nAuthorizing the Chief Financial Officer to add Capital Improvements Program (CIP)\nP24006 Penasquitos Creek Neighborhood Park Comfort Station, CIP P24008, South\nClairemont Community Park Recreation Center Renovation, and CIP P24009 Martin\nLuther King Pool Improvements to the Capital Improvements Program.\nAuthorizing the Chief Financial Officer to: transfer an amount not to exceed $100,000\nfrom CIP S15028, Olive Grove Community Park ADA Improvements, to CIP P24006,\nPenasquitos Creek Neighborhood Park Comfort Station, within Fund 100012,\nInfrastructure Fund; transfer an amount not to exceed $100,000 from CIP S15028, Olive\nGrove Community Park ADA Improvements, to CIP P24008, South Clairemont\nCommunity Park Recreation Center Renovation within Fund 100012, Infrastructure Fund;\nand transfer an amount not to exceed $100,000 from CIP S15028, Olive Grove\nCommunity Park ADA Improvements, to CIP P24009, Martin Luther King Pool\nImprovements within Fund 100012, Infrastructure Fund.\nAuthorizing the Chief Financial Officer to close CIP S16039, Carmel Mission Park\nComfort Station.\nAuthorizing the Chief Financial Officer to accept, appropriate, and expend an amount not\nto exceed $6,057,714 in Grant Program funding for the Projects, contingent upon receipt\nof a fully executed Grant Agreement if the Grant funding is secured; and for all related\nactions.\nCommittee Actions Taken: N/A\nParks & Recreation: Andy Field, (619) 235-1110\nCity Attorney Contact: Jane M.
