2. Increasing Fair Chance Hiring Throughout Los Angeles County\nRecommendation as submitted by Supervisors Mitchell and Solis: Approve an\nordinance for introduction entitled the Fair Chance Ordinance for Employers,\namending County Code, Title 8 - Consumer Protection, Business and Wage\nRegulations, by adding Division 6 - Worker Protections and Chapter 8.300 -\nFair Chance Ordinance for Employers, and includes an operative date for\nadministrative enforcement of September 3, 2024; instruct the Director of\nPersonnel, in addition to the directives addressed to the Department of Human\nResources on Board Order No. 12 of February 28, 2023, ordinance motion, to\ndo the following within 60 days of the Board's adoption of the Fair Chance\nOrdinance for Employers: (Relates to Agenda No. 72)\nSubmit a draft Fair Chance County Board Policy to the Audit Committee\nfor approval, with the draft to contain the key protections and rights for\napplicants and employees of the County who have prior criminal history\nand employer obligations consistent with the Fair Chance Ordinance for\nEmployers;\nPrepare a revised Policy, Procedure, and Guideline (PPG) 514,\nDesignation of Sensitive Position and Conviction History Assessments, to\nconform to the key protections, rights and employer obligations as\ncontained in the Fair Chance Ordinance for Employers, with the PPG to\ncontain provisions for enforcement and accountability by County\nDepartments, entities and hiring managers, and include engagement with\nlabor partners regarding the revised PPG 514 with a target date for\nimplementation by September 3, 2024; and\nInstruct the Executive Director of the County Equity Oversight Panel, in\ncollaboration with the Director of Personnel and the Executive Director of Racial\nEquity, to do the following within 60 days of the Board's adoption of the Fair\nChance Ordinance for Employers:\nInclude "persons with criminal history" as a protected category within the\nCounty Policy of Equity;\nReport back to the Board in writing with an implementation plan for\nenforcement and accountability of the County’s internal administrative\nFair Chance policies and procedures, including the process for\ncomplaint intake, investigation, disposition and options for resolution of\nFair Chance complaints received from County applicants and\nemployees;\nInstruct the Director of Economic Opportunity, in collaboration with the Director\nof Consumer and Business Affairs and other internal and external partners,\nincluding philanthropic organizations, to report back to the Board in writing\nwithin 60 days with an implementation plan for outreach and education for\nemployers with a target launch date of April 29, 2024, to be completed before\nthe operative date of the ordinance on September 3, 2024, including a staffing\nand funding plan; and\nAuthorize the Directors of Economic Opportunity and Consumer and Business\nAffairs to select a consultant(s) for outreach and education on the ordinance,\nnegotiate with the selected consultant, and execute an agreement, with the total\ncontract amount not to exceed $500,000 for a term of no more than one year,\nto be funded within the Department of Economic Opportunity’s current budget\nwith no additional funding needed; and further authorize the Director of\nEconomic Opportunity to execute any amendments to the agreement, as\nnecessary, once they have been approved.
