45. As-Needed Hazardous Waste Removal Services Contracts\nRecommendation: Approve and instruct the Chair to sign three-year contracts,\nwith three one-year extension options with Ocean Blue Environmental Services,\nInc. and HCI Environmental & Engineering, for the provision of as-needed\nhazardous waste removal services at various sites, facilities and properties\nwithin the County (2, 3 and 4) under the jurisdiction of the Department of\nBeaches and Harbors, commencing on March 1, 2024 through February 28,\n2027, at an annual contract amount of $242,000 for both contracts, for a total\nmaximum amount of $1,597,200 over the potential total term of six years, which\nis inclusive of any potential increase of up to 10% annually for unforeseen\nservices, but excludes any potential Cost of Living Adjustments; find that the\nproposed action is not subject to the California Environmental Quality Act; and\nauthorize the Director of Beaches and Harbors to take the following actions:\n(Department of Beaches and Harbors) APPROVE\nExecute contract amendments to extend the contracts for three one-year\nextension options, if, in the opinion of the Director, the contractors have\neffectively performed the services during the previous contract period\nand the services are still needed and required;\nIncrease the contract amount by up to an additional 10% in any year of\nthe contract, including any extension option period, for any additional or\nunforeseen services within the scope of the contract, subject to the\navailability of funds in the Department’s budget, and make any potential\nCost of Living Adjustments after the first three years of the contract; and\nApprove and execute change orders and amendments to incorporate\nnecessary changes within the scope of work, execute amendments\nshould the contracting entity merge, be acquired, or otherwise change\nentities, and suspend or terminate the contract if, in the opinion of the\nDirector, it is in the best interest of the County.
